Thursday promises to be a quiet day of family and food in the U.S., but Thursday here in Busan has brought big changes in the Global Plastics Treaty negotiations. ?? The Chair of the INC forced negotiators hand late last night be demanding final negotiated text be submitted by 9:00 pm local time today here in Busan. ?? This is a risky maneuver by the Chair that could lead upheaval in negotiations and could ultimately lead to many different outcomes over the next couple of days (more in the article). #GlobalPlasticsTreaty #CircularEconomy

Some not-so-short reflections from Day 3 at the Global Plastics Treaty negotiations (INC-5)... ------------------------------ ?? The volcanic mountain of disagreement between high ambition countries and the "like-minded" group of (mostly) petrol states is huge. As an example of this divide, here are some comments that came up during discussion of the supply of plastic products this afternoon: - "The mandate from UNEA 5.3 covers the whole lifecycle of plastics. Plastic pollution increase has coincided with increased plastic production. This is not a coincidence. Whole lifecycle is cradle-to-grave. If supply is not dealt with in the treaty, we’ll only be spending our money and time on waste management systems that cannot succeed." - EU Delegation - "Supply is to be deleted from the proposal. Supply-side restrictions extend beyond this scope and do not solve the issue at hand, plastic pollution.” - Saudi Arabia Delegation ------------------------------ ?? In the evening plenary session, all four "contact groups" reported out on their progress thus far. To summarize in just a few words, no progress has been made to speak of. This is not surprising given that every contact group is dealing with the forceful opposing positions I mentioned above. To sum it up, a quote from Erin Simon: "What was suspected over the last two-year treaty process became crystal clear today. Not all countries are going to have the courage to finish this deal, but that can’t stop us from delivering a treaty that will finally meet the scale of this crisis head on. The progressive majority now has a mandate: leave the laggards behind, speed up the development of the text, and utilize every tool available to get this job done.” ------------------------------ ?? There is a unique thing that happens at international treaty negotiations like these. One such moment tonight was hearing the impassioned pleas of delegations at the forefront of the global plastic crisis. A delegate from Panama, for example, received huge applause when he said, "Let me correct the record. Production is part of the full lifecycle of plastic. We must rise to the occasion and leave Busan with the world’s first treaty on plastic waste. While we sit here debating semantics, the crisis multiplies!” ------------------------------ ?? The effect of the lack of progress so far and the fireworks at the plenary tonight is yet to be seen, but it looks (at least to this one observer) like the Global Plastics Treaty may be headed for an interesting 4 days ahead.
