The Center for Neuroengineering & Medicine promotes neurological health and extends human capacity, through research, stakeholder engagement, and education into discovery and translation of systems that interface with the brain and the body, to benefit society. The Center is highly interdisciplinary, taking advantage of the fact that UC Davis is one of few universities in the nation that houses a College of Engineering, School of Medicine, School of Veterinary Medicine, Neuroscience programs (including the Neuroscience Graduate Program, the Center for Neuroscience, the Center for Mind & Brain, and the M.I.N.D. Institute), as well as a National Primate Research Center (one of only seven centers supported by NIH nationwide).

We are live! I’m honored to be co-chairing, the World Economic Forum's Global Future Council on Neurotechnology for the 2025-2026 term alongside Nita Farahany. The council hosts a diverse, multidisciplinary group dedicated to fostering responsible innovation in this space. Neurotechnology holds immense promise—not just in treating neurological conditions but in enhancing well-being, cognitive liberty, and self-determination. At the same time, it raises profound ethical and societal questions. How do we ensure these technologies develop in ways that are safe, equitable, and aligned with human flourishing? A key challenge is the regulatory landscape. There are emerging hard laws, including in the U.S., attempting to define neural data, with legislation already enacted in two states. But do they strike the right balance? Lack of coherence across global initiatives adds complexity—while soft law mechanisms from UNESCO, OECD - OCDE, and IEEE are providing ethical frameworks, they remain non-binding. We took inspiration from the rollout of the genetic revolution over the last 2 decades, including the Genetic Information Non-Discrimination Act (GINA), which identified key risks to prevent misuse while enabling safe data sharing—a model that could help establish trust and foster innovation. Over the next two years, we’ll work to: - Develop practical tools and strategies to ensure responsible innovation in neurotechnology. - Bridge the gap between policy and real-world impact, helping to build trust. - Positively promote neurotechnologies that empower individuals while safeguarding safety. This is a collective effort. The future of neurotechnology should be shaped by open dialogue, transparency and collaboration across science, policy, and industry to build trust. I’m looking forward to learning from and working alongside incredible experts to help navigate these challenges responsibly.
