VP Wind & MetOcean, TGS | Chair, Norwegian Offshore Wind

So here it is, 2025, and as tradition has it, the year is kicked off for Norwegian Offshore Wind 400+ member companies at our annual gathering in Stavanger! A bit of a wait and see vibe, as the industry looks towards the Norwegian government`s imminent announcements of the Utsira Nord award time line and of future lease rounds, as well as decisions on support for several floating wind demonstration projects that can be built in the near term. In addition, 2025 is an election year, and the question of how to boost the?competitiveness of Norwegian (and European) industry ought to feature prominently during the campaign. The offshore wind industry offers one answer to that question. For, even with the post-covid supply chain and cost increase challenges: ?? the build out of offshore wind globally grew by nearly 800 percent between 2014 and 2024 ??during the same period, the cost of energy produced from offshore wind was halved several times over ?? the next ten years will bring a brisk 12 % annual growth, as my colleague Barry Frost from TGS 4C Offshore pointed out from the stage in Stavanger (below). Europe will account for 50 % of the global market. ?? and in Norway, the offshore wind supply chain grew total turnover by nearly 300 percent between 2018 and 2023, to NOK 45 billion in 2023. Offshore wind is already a significant export industry In short, there is cause for optimism and a positive spirit overall. As always, thanks to the Norwegian Offshore Wind team for organizing an excellent event that brings business and contract opportunities, including with the SNII team from Ventyr / Parkwind! TGS offers the world’s largest offshore subsurface data library, covering many global offshore wind farms and scoping areas. This includes offshore leases expected to be offered in Europe from 2025 onward. To further support the offshore wind sector, TGS has now integrated its subsurface library footprints into the 4C Offshore market intelligence interactive map. This integration offers users a more comprehensive view of data availability for offshore wind leases, enabling more confident and effective planning. Our seismic library is organized and presented in cloud- and workstation-ready formats, ensuring quick and easy access for exploration. This accessibility helps streamline early-stage ground model development and cable route planning while saving time and reducing project risks. If your offshore wind project faces ground model uncertainties or you are exploring new locations, TGS can help enhance your understanding through our extensive seismic library and bespoke ultra-high-resolution 3D (UHR3D) seismic acquisition surveys. The allocation of seats in the Irish election represents a major milestone for offshore wind development in Ireland. This progress underscores the country’s commitment to renewable energy and a sustainable future. ? All seats have been allocated in the Irish election, so what can we expect for the offshore wind industry? One of the reasons for the election was the Apple windfall, a EUR 13 billion return to the state, after tax breaks for the tech giant were deemed incompatible with EU state aid. With the Irish population standing at 5.26 million, this is about EUR 2.5 k per person that can be spent on the public. The funding is on the scale of large infrastructure development (~4 GW of offshore wind), and therefore the public is being given a voice in how to spend the windfall. I will not try to prophesise who will make up the coalition, but we can look at the trends in the manifestos. All the parties large enough to lead a coalition and many of the smaller parties are pro-offshore wind. They are also pro-grid and port development, which could see the North-West, where Sceirde Rocks and future floating development may be, be bolstered, and more attractive to investment. There are also a few parties which are interested in a GB Energy type scheme, and others which want to bolster ESB (a state owned developer) to achieve a similar effect. Not a lot of detail has been given as to the scheme, so we do not know if the player will be international or domestic, but more green capital coming into the market can be great if done correctly. Here is a summary of all parties' (excl 100%RDR) policies, of course not everything could be included, but still some heavy-hitters nonetheless.
