The 2025 EV/ESS Summit presented advancements in the tactics and response methods to EV/ESS incidents from 2023. Experienced subject matter experts, researchers, and stakeholders came together to present ideas and recommendations to respond to the hazards of EV/ESS incidents and advance training. ?? With the ongoing rise of the incorporation of electric vehicles, training and information sharing must meet the demands and risks associated with the increasing presence of Li-Ion battery fires. Especially as the electric vehicle presence in the United States has increased “from 2 million in 2023 to an expected 85 million by the end of 2025.” ?? This report intends to bridge the gap for public safety professionals, electric vehicle users, researchers, engineers, and local communities. ?? TEEX intends to hold a yearly EV/ESS conference. October 7-11, 2024, the TEEX Testing and Innovation Center (TT&IC), in collaboration with TEES and the Texas A&M Department of Chemical Engineering, facilitated a Liquefied Natural Gas (LNG) Passive Mitigation System experimental test burn through a subcontract with Blue Engineering, Inc. The project was sponsored by the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (DOT-PHMSA). The primary objective of the experiment was to capture critical data needed to validate the appropriateness and effectiveness of passive fire mitigation systems exposed to LNG fire. Additionally, the project aimed to establish hazard modeling criteria for passive LNG fire mitigation systems and define criteria for identifying the onset of structural steel and steel vessel failure when exposed to prolonged LNG fire. The project was managed by MICHAEL (Mike) AVOLIO, MSS, PI, TT&IC Technology Evaluation Manager, and conducted at the TEEX Brayton Fire Training Field, at a newly constructed temporary LNG burn site specifically designed for experimental destructive test burns. This project showcased the ingenuity and expertise at TEEX in executing a complex and potentially hazardous experimental test. It advanced LNG industry safety standards and has the potential to save lives and property in the future. Its success resulted from dynamic teamwork and collaboration across multiple TEEX divisions and departments, including finance and contracting, technical project management, risk mitigation, specialized LNG and firefighting expertise, health and safety oversight, and specialized maintenance and support. Several TEEX employees went above and beyond to ensure the project's success. The idea to construct a temporary off-site LNG burn pit for this unique experiment was a creative, outside-the-box solution proposed by Bobbi Jo Reeves, ESTI Marine/LNG Agency Coordinator I. The project would not have been possible without her innovative concept of building a burn pit capable of withstanding the destructive forces generated by burning LNG over an extended period while also protecting TEEX’s permanent LNG fire training prop from damage. The construction of the burn pit was made possible by Rene Ramirez, ESTI Director of Facilities Maintenance and Construction, and his team. They completed the pit under an extremely tight timeline, ensuring the concrete cured properly. Additionally, Rene oversaw extensive site preparation, including the implementation of safety measures such as water curtains and other fire mitigation strategies.
