The National Institute of Standards and Technology (NIST) has released a draft Implementation Roadmap for the U.S. Government National Standards Strategy for Critical and Emerging Technology (NSSCET). ANSI urges the private-sector standardization community to review the draft and provide input before NIST’s?July 12 deadline. Thank you Chaim Oren for inviting me to your podcast. I really enjoyed the conversation with you. Interestingly indeed, leaders do learn how to lead change, how to accelerate the adoption of change, how to overcome the resistance to change, but without the ability to question themselves as the first condition for success being ever mentioned. It is as if themselves escape the need to change, as if leaders and their teams are not part of the same group, something that I like to call "leadership arrogance", probably a remain of taylorism sometimes nurtured by ego. We saw it recently with the “Return-to-office” mandates: those who explain that we live in “a VUCA world where change has become a constant” and that "we need to adapt" can also be the least flexibles, attached to their old habits. At ISO at the time, we aimed at putting "human beings at the center", trying to understand them, how they function, and their needs. In this context, nothing more powerful as a leader than starting by discovering and questioning yourself. One of the great lessons of my two years of individual coaching with Hintsa Performance was the discovery of the huge gap between the functioning of my body and brain, and my beliefs, organization and habits. Questioning and aligning the latter with the former, and you realize the incredible performance potential that new modes of operation can bring, first for yourself, then for your organization, and what needs to be done to realize these gains suddenly becomes obvious. Thank you again, Chaim, and congratulations for the fantastic work you do in promoting corporate wellbeing. Last week, the Penn Program on Regulation and the University of Pennsylvania Carey Law School welcomed an amazing community of scholars and regulatory practitioners from over 20 countries for the inaugural conference of the International Association on Regulation & Governance! ? More than 50 panels and roundtables over two days covered topics such as artificial intelligence, computational analysis, migration, environmental risks, adaptive regulation, the politics of regulation, international regulatory cooperation, public participation, private standards, regulatory intermediaries, public trust, climate change, regulatory intersections with race, sex, and disability, and much more! ? Several panels centered around book projects. Among these included a session around a forthcoming volume on regulatory turbulence edited by me and Daniel Walters of Texas A&M University, which included presentations by Hilary Allen, Michael Herz, and Sofia Ranchordas. Another session featured an important new book by Yuval Feldman of Bar-Ilan University, “Can the Public Be Trusted?,” with commentaries by Neysun Mahoubi, Koen Verhoest, and David Zaring. Another session featured Dr. Sharon Yadin, author of the recent thought-provoking “Fighting Climate Change Through Shaming,” with Jennifer Jacquet, Roy Shapira, Judith Van Erp, and Daniel Fiorino. ? I was deeply privileged to moderate a discussion of the incomparable John Braithwaite’s most recent book, “Simple Solutions to Complex Catastrophes,” with David Levi-Faur of Hebrew University, Errol Meidinger of the University of Buffalo, and Judith Van Erp of Utrecht University. What an erudite and hopeful book—a must read! ? We held two special plenary panels. One, on “Global Perspectives on Regulation and Technology,” included experts from five continents: Kwaku Antwi (Ghana), Yong Lim (South Korea), Gary Marchant (US/Canada), Alketa Peci (Brazil) and Nicoletta Rangone (Italy).?? ? Another extraordinary plenary on "Cross-National Perspectives on Improving Regulation" brought together Valerie Braithwaite of Australian National University, Stephen Gibson, Chair of the UK Regulatory Policy Committee & Senior Fellow at Harvard University, and the Hon. Richard Revesz, Administrator of the US Office of Information & Regulatory Affairs and a distinguished faculty member on leave from New York University—with Bridget C.E. D. of Ohio State as moderator. ? I was honored to deliver an inaugural address. My topic: The ascent of regulatory governance—and the increasing need for regulatory excellence around the world.
