Port Director Bethann Rooney shares the Port of New York and New Jersey's operational plan for a potential strike on October 1: While we remain hopeful for an agreement between the ILA and USMX before the contract expires at 11:59 p.m. on Sept. 30, preparations are being made for a potential strike starting at 12 a.m. on Oct. 1. The Port Authority, container terminal operators, and intermodal rail providers are committed to minimizing disruption to your supply chain. It is crucial that all import cargo is picked up by the close of business on Sept. 30, as no cargo will be delivered during a strike. This is especially important for refrigerated containers and hazardous materials, as no staff will be on hand to monitor them after Sept. 30. Export cargo will only be accepted if it can be loaded onto a vessel before Sept. 30. Coordinate with your ocean carrier for export bookings, as cargo will not be accepted for vessels arriving after that date. The last trains for imports and exports will run on Sept. 30. As heavy congestion is expected leading up to the potential strike, we recommend picking up containers early and making use of all available gate hours. Gate Hours: To help clear cargo, container terminals are offering extended gate hours. Please take advantage of these extra hours, especially for reefer and hazardous cargo. APM Terminals: Gate hours for Sept. 23–27: 6 a.m. – 7 p.m. Gates will be open on Saturday, Sept. 28. Maher Terminals: From Sept. 23–27, gate hours extended to 9 p.m. for all cargo types, including reefers. Additional gate hours on Saturday, Sept. 28, and/or Sunday, Sept. 29 may be added. Gate hours on Sept. 30: 6 a.m. – 5 p.m. PNCT: Reefer cut-off extended to 4:30 p.m. from Sept. 23–27. Gate open on Saturday, Sept. 28: 7 a.m. – 5 p.m. for import dry and reefer cargo (cut-off at 4 p.m.), and empty receiving. No export or out-of-gauge cargo receiving will be allowed. Normal gate hours on Sept. 30. Port Liberty Bayonne and New York: No changes to current gate hours. Norfolk Southern (NS): The NS Port Curtailment Schedule details planned local ingate closures. NS advises customers to avoid shipping hazardous, high-value, and refrigerated cargo via rail to prevent delays. However, if such shipments arrive at ingates before the closures, NS will make every effort to ensure delivery before the stoppage. CSX: Last train to PONYNJ will arrive on Sunday, Sept. 29. The Truck Service Center (TSC) will be closed during the stoppage. When the work stoppage concludes, we anticipate significant congestion as backlogs are worked through. We ask all supply chain partners to plan ahead and accommodate extended hours that may be offered by container terminals. We will establish an Incident Management Team for the duration of any work stoppage to help minimize the impact on your operations. We will continue to provide updates as the situation develops. Thank you for your continued trust in the Port of New York and New Jersey.
