The Office of Human Services Emergency Preparedness and Response (OHSEPR), a program division within the Administration for Children and Families (ACF) promotes the resilience of vulnerable individuals, children, families, and communities impacted by disasters and public health emergencies. We provide disaster human services expertise to ACF grantees, partners, and stakeholders during preparedness, response, and recovery operations for emergency and disaster incidents. We are committed to advancing equity in disaster response to help ensure the most vulnerable receive appropriate and comprehensive human services. We administer the Disaster Human Services Case Management and U.S. Repatriation programs, and manage the ACF Continuity of Operation Plan that directs how the administration and its program offices perform our mission essential functions during a wide range of disruptions or emergencies.

Join OHSEPR and the Office of Family Assistance (OFA) as they introduce a new Temporary Assistance for Needy Families (TANF) Disaster Preparedness & Response Playbook. Government resources can be critical to helping disaster survivors recovery. TANF administrators hold a unique opportunity to proactively assist families after a disaster or emergency by leveraging existing program flexibilities. Eligible disaster survivors can access much-needed benefits and services through the TANF program, aiding in their post-disaster recovery process. Coastal Horizons (https://buff.ly/4bNcaUP), an ACF Runaway and Homeless Youth grantee, is always ready for hurricane season because Wilmington, NC, is no stranger to foul weather! Youths staying in their shelters and transitional housing programs, and the homeless kids the staff meet through their street outreach programs are especially vulnerable to extreme weather. During hurricane season, Coastal Horizons shares local government weather updates and hurricane preparedness tips. They let their users and followers know the locations of local shelters and they provide contact information for national hotlines like the Rape, Abuse & Incest National Network (https://rainn.org/) and the 988 Suicide & Crisis Lifeline (https://buff.ly/3AQBZ7N). They also hand out Youth Preparedness Kits with things like non-perishable snacks, activity book, writing utensil, water bottle, stress/fidget toy, local evacuation route, and individual emergency plans.
