IRS-CI names Gary Shapley as deputy chief Gary Shapley was named deputy chief for #IRSCI March 19. In this new role, Shapley will oversee 20 field offices and 14 foreign posts, including more than 2,000 special agents investigating tax fraud and other financial crimes. Shapley will begin his role as IRS-CI deputy chief following a detail to the U.S. Department of Treasury as a senior advisor to Treasury Secretary Scott Bessent. “Gary has been instrumental in many of our cases with an international nexus, and he brings a wealth of knowledge to the role of IRS-CI deputy chief,” said IRS-CI Chief Guy Ficco. David Nourian's scheme to defraud the U.S. Department of Labor through the submission of fraudulent claims for medically unnecessary compound cream prescriptions to injured federal workers results in a lengthy prison sentence, $405 million in asset forfeiture, and $115 million in restitution. "Criminals don't like paying taxes on their illegally obtained income, which opens the door for our team of criminal financial law enforcement to look into their tax records. In this case, we found the tax preparers were given false records that defrauded the American public of $23.9 million in taxes," said acting Special Agent in Charge Lucy Tan of the IRS Criminal Investigation Houston Field Office.
