Should we have an independent Cyber Force branch sitting alongside the Air Force, Navy, and other armed forces? The House Armed Services Committee has advanced a significant measure as part of the 2025 National Defense Authorization Act (NDAA): a study on the creation of an independent Cyber Force branch. This move is driven by persistent feedback from military personnel and analysts who argue that our existing cyber formations are inadequate and inefficient. A recent study by the Foundation for Defense of Democracies (FDD) strongly advocates for this new branch, highlighting shortfalls in the current configuration and proposing a robust framework to enhance our cyber defense. The proposed Cyber Force would initially be integrated with the Army, encompassing 10,000 personnel and a budget of $16.5 billion. This dedicated focus is expected to improve talent utilization, boost morale, and enhance our ability to combat cyber threats more effectively. As the nearly $900 billion defense package moves to the House floor, this initiative marks a pivotal step in strengthening our national security infrastructure. The establishment of a Cyber Force could mirror the recent creation of the Space Force, addressing the evolving demands of modern warfare. In recent days, both Pentagon CIO John Sherman and the House Armed Services Committee have rolled out new policies to streamline the adoption of commercial software by the Department of Defense. This is a positive step, but industry experts emphasize that we need more than just policy changes to truly accelerate progress. At the heart of the challenge is the ATO (Authorization To Operate) process. While reducing bureaucratic hurdles through initiatives like "reciprocity" is crucial, the ATO process remains highly technical. It requires robust tools and realistic computing environments to ensure commercial software is secure and functional. This article shows the consensus is clear: cutting red tape is essential, but so is investing in the right infrastructure and tools to support our hardworking Authorizing Officials. The Department of Defense called out the National Defense Information Sharing and Analysis Center (ND-ISAC) and the related Defense Industrial Base Sector Coordinating Council (DIB SCC) as key industry partners for implementing DoD’s responsibilities under the National Security Memorandum on Critical Infrastructure Security and Resilience (NSM 22). DoD thanked the ND-ISAC and DIB SCC as key partners in the NSM’s implementation and encouraged “...all DIB companies to join the ND-ISAC, the SCC, and DoD’s DIB Cybersecurity programs...” to receive assistance and support.
