With the right partners and structures, #blendedfinance can transform the global effort to address climate change and inclusive growth by unlocking private capital at scale.?This was exemplified at the high-level gathering, “How to Scale Blended Finance Globally to Accelerate the Transition”, at the Business, Investment and Philanthropy Climate Platform (BIPCP) hosted by Climate Champion Nigar Arpadarai and IFC - International Finance Corporation on #FinanceDay at #COP29 in Baku. ? ? Emerging economies need $2.4 trillion a year to accelerate the transition to green, inclusive and resilient growth.?Much of this will have to come from the private sector. ? ? Yet private capital isn’t flowing to developing economies at the rate needed. ? ? Blended finance, which combines small amounts of donor funding with commercial capital from DFIs and the private sector, can help change this by lowering risks and the cost of capital while incentivizing climate-smart development priorities. ? ? IFC has been using blended finance for 20 years to unlock high-impact climate investment. Since 2018, IFC has deployed $1.5B of blended climate finance, enabling $6.2B of IFC’s own-account investments and mobilizing $4.9B of third-party capital – a leverage of 7X.? ? ? But that’s only the beginning. IFC’s research estimates that the world needs $80 to $100 billion of blended finance a year to enable $1 trillion’s worth of private investment in emerging markets. ? ? IFC and partners announced three exciting projects enabled through blended finance: ? ??The Green Investment Partnership (GIP) with Monetary Authority of Singapore (MAS), Temasek, HSBC and Allied Climate Partners - a US$1 billion debt program focused on marginally bankable green and sustainable infrastructure projects in Southeast Asia like #renewable energy and storage, electric vehicle, transport, as well as the water and waste management sectors. ? ??The Industrial Transformation Programme, shared vision by Monetary Authority of Singapore (MAS), IFC, BlackRock, AIA, MUFG and Nexi Group, where parties have signed a Statement of Intent to explore opportunities to provide debt financing to private-sector borrowers seeking to decarbonise their businesses.? ? ?? Acumen Fund’s “Hardest to Rich” Initiative, supported by Green Climate Fund and WBG IDA Private Sector Window, is expected to finance off-grid solar generation projects in 16 Sub-Saharan African countries. ? ? These partnerships demonstrate how concessional capital can catalyze commercial banks, sovereigns, institutional investors, and private philanthropies in new ways to accelerate the scale, credibility and impact of the transition. ? The World Bank and IFC - International Finance Corporation just released a new paper highlighting how community benefits programs are key for successful offshore wind projects. The paper provides valuable insights drawn from more than 30 case studies across 18 energy markets, offering practical guidance for the design of community benefit programs. Launched today at the Asia Pacific Wind Energy Summit in Incheon, Republic of Korea, this paper aims to foster collaboration between developers, communities, policymakers, and regulators throughout the process of offshore wind development. Public-Private Partnerships (#PPPs) are driving #Jamaica forward! ????? In 2018, IFC was the transaction advisor to the Government of Jamaica for the successful 25-year concession to operate, expand and modernize the Norman Manley International Airport. The project resulted in the creation of jobs and has positively impacted many small business owners, such as Roger Thompson, from Kingston City Guided Tours. This fruitful #PPP motivated the government to replicate the mechanism in other sectors with the objective of improving the quality of public services for the Jamaican people. But instead of going transaction-by-transaction, IFC designed a programmatic approach for PPPs that will enhance the country's infrastructure and enable private capital to be invested where the needs are greatest.
