The Governor’s Crime Commission (GCC) serves as the chief advisory body to the Governor and to the Secretary of Public Safety on crime and justice issues. Commission Members include the heads of statewide criminal justice agencies, appointed state and local government officials, and private citizens. GCC also serves as the State Administering Agency (SAA), the executive branch agency designated to apply for federal criminal justice funding from the US Department of Justice on behalf of the State. These federal funds, along with state appropriated funds, are distributed to state and local criminal justice agencies and non-profits through a grant application process voted on annually by the Commission.

Work includes identifying and collecting information on a variety of areas of interest for stakeholders, developing research and evaluation methodologies, collecting project output and outcome data, writing reports summarizing data analysis, as well as contributing to the design and development of the Justice Data Portal (justicedataportal.nc.gov). and Program Analyst II: https://lnkd.in/eGNfCsuW The focus of this position is to identify, compile, analyze, and interpret complex data and information on North Carolina's criminal justice system into meaningful insights to help local and state leaders make data-informed decisions regarding program needs, policy, funding, and strategic planning.

  • We hope everyone is staying warm and safe during this winter weather! Yesterday, GCC held our Quarterly Crime Victim Services Committee meeting and welcomed another new appointment to the Commission, Stanly County Clerk of Superior Court Ginger Efird. Ginger was raised in Stanly County and graduated from Pfeiffer University with a B.S. in Criminal Justice. She began her career within county District Attorney's offices across multiple counties including the Stanly and Mecklenburg. She has extensive experience in Legal Assistance for Victim Witness around domestic violence and child abuse. Clerk Efird served as the Administrative Assistant for Prosecutorial District 20A for over 16 years under 3 District Attorneys and in 2022 was appointed to fill a vacancy for a retiring clerk. In Dec 2022, she was elected as the Stanly County Clerk of Superior Court. Ginger currently serves as the Chair of the Public Relations Committee and a member of the Legislative Committee for the North Carolina Conference of Clerks of Superior Court?and was appointed to GCC by outgoing Governor Roy Cooper. Clerk Efird will be an asset to the Crime Victim Services Committee!

  • Welcome to another newly appointed Commissioner, Chief Deputy Ken Pike! Ken began his law enforcement career in 1989 as an Agent with the North Carolina Alcohol Law Enforcement Division (ALE). Over his 28-year career with ALE, he advanced through the ranks, ultimately retiring in 2017 as Assistant Director. Immediately upon retirement, Ken began working with the Franklin County Sheriff’s Office where he supervised the Narcotics Unit and Special Operations Group. Ken remained in that role until 2022, when he was appointed to the position of Chief Deputy by Sheriff Kevin White. In addition to over 34 years of law enforcement experience, Ken is a Division I college basketball official, and he works as a contracted security consultant for the United States Golf Association (USGA). Chief Deputy Pike will bring his wealth of experience to the Crime Victim Services Committee within the Governor's Crime Commission.

  • As the New Year has begun, we are welcoming many new additions to GCC and across state government. One of the newest appointments to the Governor's Crime Commission is Judge Tom Murry. Judge Murray currently serves on the NC Court of Appeals and brings a wide variety of public and private experience to GCC. Judge Murry graduated from Campbell University School of Law.?During law school, Judge Murry was elected as an at-large member of the Morrisville Town Council in 2005.?After graduating law school, he served as executive director of the Pharmacy Compounding Accreditation Board.?Judge Murry is a licensed attorney in North Caroline and the District of Columbia. In 2010, Tom was elected to the North Carolina House of Representatives for District 41 in western Wake County and was re-elected in 2012. Judge Murry joined the North Carolina Army National Guard (NCARNG) as a Judge Advocate in 2014 as a 37-year-old father of three. Judge Murry is currently a Major in the NCARNG. Judge Murry served as Chief Legal Counsel for External Affairs at the NC Judicial Branch from 2015-19 and during that time, completed a deployment to the Middle East.?He served as Chief of Client Services for the NCARNG after leaving the NC Judicial Branch from 2019-2020. From 2024-25, he served as Chair of the Criminal Justice Section of the NC Bar Association. Chief Justice Paul Newby appointed Judge Murry to serve on the Governor’s Crime Commission beginning this month. Welcome, Judge Murry!

  • "It’s been an honor!" GCC Chair Robert A. Evans announced his retirement from the commission this morning – but not before DPS Sec. Eddie Buffaloe presented him with the Long Leaf Pine Award on behalf of Governor Roy Cooper. Thank you, Chair Evans, for eight years of service on this commission – and for a full career of service to North Carolina.
