The European Investment Bank (EIB) has priced its fifth digital bond as it continues to bring fresh technological twists to its issuances. The Bank for International Settlements – BIS has announced details of an initiative exploring the use of generative artificial intelligence (#GenAI) to automatically categorise ‘billions’ of individual product descriptions and price observations to improve #inflation nowcasting. ‘Project Spectrum’?is being run by the BIS Innovation Hub’s Eurosystem centre, working with the European Central Bank and Deutsche Bundesbank. The announcement comes four-and-a-half months after ECB Executive Board member Piero Cipollone said, during a speech in Italy, that staff at the Frankfurt-headquartered authority were already using #AI to nowcast inflation. The UK government is to undertake a pilot issuance of a ‘digital gilt instrument’ – to be referred to as ‘DIGIT’ – using distributed-ledger technology (#DLT). The move was announced by chancellor of the exchequer?Rt Hon Rachel Reeves?on 14 November, with details revealed by economic secretary to the Treasury?Tulip Siddiq?yesterday (18 November). The pilot aims to issue a digital bond ‘with similar features to a conventional gilt’ and will, Siddiq’s statement revealed, ‘sit outside of and be separate from the UK Debt Management Office’s gilt and Treasury Bill operations’ because it is ‘experimental in nature’. Put your hands up for (an article about) #Detroit City of Detroit is to become the latest US authority to enable residents to pay taxes and other city fees using #cryptocurrency. The city administration has announced that people will have the option to pay taxes using #crypto through a secure platform managed by PayPal, a move that it says would make the #Michigan city the largest US city to accept cryptocurrency as a form of payment for city fees and taxes. The crypto payment option is set to become available in ‘mid 2025’ along with ‘additional improvements to city payment services’, treasurer Nikhil Patel said. The City of Detroit is also inviting ‘#blockchain entrepreneurs and innovators’ to pitch ideas for ‘blockchain civic applications’ to?Justin O., who was appointed as Detroit’s first director of entrepreneurship and economic opportunity in August. HM Revenue & Customs (HMRC) has appointed a new supplier of ‘Confirmation of Payee’ (CoP) technology using a nascent public sector-wide ‘dynamic purchasing system’. Global Government Fintech?can reveal that the UK department has hired Modulr through the?‘Open Banking (Data, Digital Payments & Confirmation of Payee Services) Dynamic Purchasing System (DPS)’?established by the Crown Commercial Service at the turn of the year with the ultimate aim of?‘reducing the costs of receiving money into public sector organisations, as well as reducing fraud’. HMRC has used National Westminster Bank (NatWest) to provide CoP for the past three years. The bank – one of the UK’s best known high-street financial brands – is now in the process of transitioning its HMRC CoP responsibilities to Modulr, which has not previously worked with HMRC.
