On March 1, President Trump issued two Executive Orders intended to address the impact of timber and lumber imports and to promote the domestic production of timber, lumber, and wood products. Specifically, these Executive Orders: - Direct the Secretary of Commerce to initiate an investigation under Section 232 of the Trade Expansion Act to determine the effects on the national security of imports of timber, lumber, and their derivative products; - Require the Secretary of Commerce to prepare a report and recommend actions to mitigate any threats to national security from such imports; and - Instruct relevant agencies, including the US Forest Service and Bureau of Land Management, to review federal policies that have hampered the full utilization of domestic timber resources and adopt measures to facilitate increased US timber production. On February 21, 2025, President Trump issued a memorandum “America First Investment Policy” (the Investment Memo), in which the President aims to modify the US Government’s approach to inbound and outbound foreign investment to address national security threats. Specifically, the Investment Memo: - reconfirms the United States’ longstanding commitment to open investment to encourage domestic development of key advanced technologies, and takes steps to streamline investments by trusted allies and partners; - highlights the national security risks of “predatory investments” by foreign adversaries, including China, and directs relevant federal agencies and departments to consider new and expanded authorities to address such risks; and - directs federal departments and agencies to take the steps needed to implement the Memo, including the promulgation of new regulations and, in a few cases, consultations with Congress about required changes in law.
