Established in 1989, the Children’s Advocacy Institute (CAI) is one of the nation's premiere academic, research, and advocacy organizations seeking to improve the lives of children and youth. Among CAI's areas of special emphasis are improving the child protection and foster care systems and improving outcomes for youth aging out of foster care. Through its offices in San Diego, Sacramento, and Washington, D.C., CAI seeks to leverage change for children and youth through impact litigation, regulatory and legislative advocacy, and public education. Active at the local, state, and federal levels, CAI’s efforts are multi-faceted — comprehensively and successfully embracing all tools of public interest advocacy to improve the lives of children and youth.

State and county child welfare agencies play an important role in ensuring that young people in foster care receive the Social Security survivor and SSI benefits they’re entitled to, and that those benefits are conserved for their use and support while they’re in and after they leave foster care. On July 30th, the Social Security Administration issued a Dear Colleague letter emphasizing this critical role, and offering technical assistance to those agencies in carrying out this responsibility.

California can join a growing number of states acting to prevent government agencies from secretly intercepting and spending Social Security benefits that legally belong to our abused and neglected foster children. With so many foster children becoming homeless on their 18th birthdays, they need this money for food, rent, medicine. For a chance at a safe future.?
