She has dedicated her career to leading federal service projects in Software Development, IT Governance, and Acquisition. Currently, as a Supervisory IT Specialist and Program Manager, she oversees the Student Exchange Visitor Information System (SEVIS), a critical DHS investment valued at over $580 million. Recognized for her ability to brief executive leadership and drive cost-reducing innovations, Ms. Phillips has successfully implemented cloud migrations, streamlined processes, and championed security compliance for mission-critical systems. Sarah Tully is the Director of Digital Services for the Administration for Children and Families (ACF), the second largest agency within the U.S. Department of Health and Human Services. In her role, Sarah leads the Digital Service team, which leverages technology and design to enhance ACF's mission of promoting the economic and social well-being of children, families, and communities. Before establishing the Digital Service team, Sarah was the technology delivery lead for ACF's Office of Refugee Resettlement's Unaccompanied Children program, where she successfully expanded the technology delivery footprint from one team to five. Some of our AFCEA Bethesda Emerging Leaders teamed up with members of our AFCEA Bethesda parent board to support the The Children's Inn at NIH last night! It was a wonderful evening of giving back.

Our featured speaker, Adrienne B., brings a wealth of experience and knowledge. As the Customer Engagement & Data Management Lead at the Health and Human Services (HHS) Office of Inspector General (OIG), Adrienne has been instrumental in improving access to mission-critical data for auditors, evaluators, and investigators through user-centered design principles. ? Since joining HHS OIG in 2019, she has led numerous IT modernization projects, including developing the Data Workbench, the agency's new cloud data platform. ? Despite being a proud 6th generation Texan, Adrienne happily resides in Alexandria, Virginia, with her two children. ?
