ZIMBABWE EXEMPTION PERMITS “ZEP” EXTENDED FOR A FURTHER PERIOD


The Minister of Home affairs yesterday issued a press statement extending the validity of the current ZEP permits for a further period of six months up to the 31 December 2023.

The Minister issued a Directive number 2 of 2023 in this regard and we summarise hereunder the provisions thereof:

The purpose of this directive is to ostensibly enable ZEP permit holders a further chance to apply for mainstream visas or for waivers of any of the requirements in respect thereof and hopefully also to allow them to await the outcome of such applications in South Africa.

Most importantly any person who is on a valid exemption permit may not be arrested, ordered to depart the country or detained for the purposes of deportation for any reason related to him or her not having any valid exemption certificate at this time

The holder of a valid exemption permit may be allowed to enter into or depart from the Republic of South Africa provided that he or she complies with all the other requirements for entry into or departure from South Africa.

As soon as clarity has been obtained, we will post a further update.

The judgement in the Helen Suzman Foundation matter before a full bench of the High Court in Pretoria, which sought to set aside the Ministerial decision from December last year to extend to the end of June 2023 is imminent and probably would in any event have ordered the Minister to do what he has currently done.
