The way that these schemes operate, is by farming out customers to third-party real estate brokers in an effort to receive about 35% of thier commissions as kickbacks. Zillow Flex is illegal under RESPA because it is unable to meet RESPA Section 8(c)(3) exemption (Zillow conducts business as a platform, and even though it has a shell brokerage license, it does not act in brokerage capacity when making referrals) See https://geodoma.com/guide/Redfin-Partner-Agents-Open-Collusion See https://geodoma.com/guide/Rocket-Homes-Possible-Antitrust-Violations See https://www.regulations.gov/document/CFPB-2022-0037-0001 See https://www.housingwire.com/articles/opinion-broker-to-broker-referral-exemption-does-not-apply-to-agent-matching-platforms/ See https://www.inman.com/2022/10/07/referral-fees-from-so-called-paper-brokerages-including-zillow-inflate-commissions-by-15b-a-year-ceo/
