Share your Feedback: TC’s Assistance to Aircraft Victims & Families Regulatory Initiative
On Sept. 9, 2024, Transport Canada (TC) published a notice about the Assistance to Aircraft Victims & Families regulatory initiative. It represents the second round of consultations by Transport Canada and includes a refined policy intent, based on previous consultations on Nov. 9, 2023. CBAA provided subsequent feedback to Transport Canada on Dec. 5, 2023, recommending that CAR 604 PORD holders not be included. This is due to an alternate means being available to meet the intent of the initiative, or simply that it does not apply as it does to an air carrier or an airport.
However, this new discussion paper and accompanying questionnaire do not rule out the inclusion of CAR 604 operators in potential new requirements for air carriers and airports to provide assistance to aircraft accident victims and their families. TC advises that this consultation represents a final step towards informing cost-benefit analysis and an official Notice of Proposed Amendment. It is therefore important for CAR 604 PORD holders to review the consultation document and provide responses to the questionnaire at Industry Requirements - Assistance to Aircraft Victims & Families - CARAC Activity Details - Canada.ca (tc.gc.ca) by Oct. 9, 2024.

New TC Web Tool Searches Aircraft Type Designators Used for Licensing Purposes
Transport Canada (TC) has?informed stakeholders of the implementation of a new web tool to search all TC Civil Aviation aircraft type designators used for licensing purposes. TC has advised that the purpose and objective of the update is to improve user experience and enable TC to update the Aircraft Type Designators in a more streamlined and timely manner. While the new tool is a functional update to Appendix A of Standard 421 - Flight Crew Permits, Licences and Ratings, it does not represent a change in content or purpose.
The new Aircraft Type Designator table can be accessed from Standard 421.40 Appendix A or from the Transport Canada Civil Aviation Pilot Licensing website using the following link?Aircraft type designation for licensing (canada.ca).

Transport Canada has issued Airworthiness Directive (AD)?CF-2024-31?on ATA 27 –?Flap System On-Board Recorder (FSOBR) Effects on Flap Control Unit to Bombardier Inc. model?CL-600-2B16 aeroplanes, effective 23 September 2024.
Transport Canada/Singapore Technical Arrangement on Airworthiness Certification
The following may interest members who fly or interact with the Singapore CAA. On Aug. 28, 2024, Transport Canada and the Civil Aviation Authority of Singapore (CAAS) signed a formal bilateral Technical Arrangement on Airworthiness Certification (TA-AC).?The TA-AC covers bilateral procedures for conducting initial design and post-design approval activities, cooperation on continuing airworthiness, export airworthiness approvals, and provisions for technical assistance. The TA-AC comes into force on Oct. 27, 2024. Please read the full notice here.
ICYMI: CBAA Meeting with Transport Canada Leadership
CBAA President and CEO Anthony Norejko met with incoming Associate Deputy Minister of Transport, Brigitte Diogo, and Transport Canada’s Associate Director General, Civil Aviation, Andy Cook. During this conversation, we discussed the ICAO Audit, TC’s results and go forward steps; service levels for CAR 604 and 704/703 operators, including recent member challenges with medical and licence booklet renewals; environmental concerns in terms of where we are and where we need to go, while celebrating progress to date; and discussions around TC’s role in Nav Canada’s service delivery across the country.?This is just a snapshot of our conversation with Transport Canada. CBAA remains fully engaged with government and stakeholder partners as the voice of business aviation in Canada.?
