Joint Committee Responds to CBAA Luxury Tax Concerns
The CBAA has received this response from the Standing Joint Committee for the Scrutiny of Regulations (Joint Committee) concerning its challenge to the provisions of the luxury tax, which took effect on Sept. 1, 2022. The letter states that the committee determined the Order does not violate any of its criteria and has closed the matter without further comment.?Members, rest assured that the CBAA will continue its ongoing efforts to seek revisions to the luxury tax on aircraft.
Nav Canada Aeronautical Studies Update 2020/2021

It provides an update on Aeronautical Studies that were initiated in 2020/2021 during the Covid-19 pandemic. Nav Canada is advising that these studies have now been formally discontinued. Amendment to Maintenance Annex Guide (MAG) – Transport Canada & EASA
On 11 July 2024, Transport Canada signed an amendment (here) to the Maintenance Annex Guide (MAG) with the European Union Aviation Safety Agency (EASA). This replaces the previous version dated 2018-11-06.The following highlights the major changes associated with the new agreement, and conditions specified in the MAG:?
Although full implementation of the MAG is scheduled for 24 November 2024, the following are effective?immediately:??

Proposed Amendment:?Canadian Domestic Air Traffic Control Separation Standards (Standard 821)
Transport Canada has published NPA 2024-008 to?consult the aviation industry on proposed amendments to?the Canadian Domestic Air Traffic Control Separation Standards (Standard 821).?While the CBAA will review the NPA,?it is shared primarily for member information as it is intended for Nav Canada.
The purpose of this NPA is to amend the?Canadian Domestic Air Traffic Control Separation Standards (Standard 821)?to clarify text, correct inconsistencies between the French and English versions of the Standard, and introduce some separation minima and procedures from ICAO Procedures for Air Navigation Services - Air Traffic Management (Doc 4444) into the Standard.?

Transport Canada Shares Bill S-6, An Act Respecting Regulatory Modernization
Transport Canada has shared a backgrounder on Bill S-6, An Act respecting regulatory modernization. On June 19, 2024, Bill S-6 passed second reading in the House of Commons and was referred to the Standing Committee on Industry and Technology (INDU). Bill S-6 is part of the Annual Regulatory Modernization Bill (ARMB), a key component of the government’s agenda to modernize Canada’s regulatory framework.
The linked backgrounder describes proposed amendments to the Canada Transportation Act, which would authorize the Minister of Transport to make interim orders to incorporate international standards and obligations into law. While the Minister does have this power now, it is very limited in scope – as was seen during the pandemic when Orders needed to be re-issued every two weeks.?This new authority will allow Orders up to three years in duration. It will help Canada's regulatory regime keep pace with the rapidly evolving transportation sector, by enabling faster alignment with evolving standards due to new technologies, innovation and emerging risks. Please note that Version 10 of the Operations Manual (OM) With Employees and the OM Without Employees have been posted to the CBAA’s Risk Management System. The changes in this revision consist primarily of an extensive update in Section 9, Risk Management System. This will allow for better integration with the CBAA RMS. The revision also adds a Special Authorization as well as other minor editorial changes. All changes have been highlighted for ease of reference.

Transport Canada has issued Airworthiness Directive (AD)?CF-2024-33?on?ATA 72 – Engine – First-Stage Power Turbine (PT1) Blade Failure to Pratt & Whitney Canada Corp. (P&WC) models PT6A-64, PT6A-66, PT6A-66A, PT6A-66B, PT6A-66D, PT6A-67, PT6A-67A, PT6A-67AF, PT6A-67AG, PT6A-67B, PT6A-67D, PT6A-67P, PT6A-67R and PT6A- 67T engines, effective 30 September 2024. This is of importance to members flying aircraft with one of these engine types.
