CBSA Strike Action Averted
On June 11, the Public Service Alliance of Canada (PSAC) announced a tentative agreement with the Customs and Immigration Union (CIU), which will avert potential job action for more than 9,000 workers at the Canada Border Services Agency (CBSA). Full details were to be announced today, June 13.
IPB 2024-04: NVG Operations Considering 5G Interference and the Requirement for a Serviceable Radar Altimeter (RADALT)
Transport Canada (TC) has issued Internal Process Bulletin (IPB 2024-04) associated to AC 603-001 that describes an acceptable means of demonstrating compliance with regulations and standards. The conditions within the IPB are accepted as meeting the intent of AC 603-001, Appendix A – Specific Requirements to meet Special Authorization Requirements for Night Vision Imaging Systems Operations – Additional Aircraft Equipment 2.0 (4)(1)(c).
AC 603-001 defines acceptable conditions for NVG operations in Canada, which include a serviceable RADALT. While this IPB was published to specifically address possible safety issues in helicopter operations, the IPB states that operators holding an Air Operator Certificate (AOC) or Private Operator Registration Document (PORD) may continue NVIS flights in Canada under VFR conditions in accordance with AC 603- 001 under the conditions specified in the IPB.
Note: IPBs are temporary documents used by TC to develop and implement immediate changes until such a time as the source document can be formally amended. It applies to TC staff and aviation stakeholders equally. AC 603-001 will be amended soon to reflect the contents of this IPB.
Amendment to AC 700-045:?Flight Crew Fatigue Management - Prescriptive Regulations
Here is?AC 700-047 Issue 5, Flight Crew Member Fatigue Management - Prescriptive Regulations, effective 2024-06-28. The purpose of this document is to provide guidance for compliance with the regulations amending the?Canadian Aviation Regulations?(Parts I, VI and VII – Flight Crew Member Hours of Work and Rest Periods) as published in the?Canada Gazette, Part II on December 12, 2018.
Transport Canada (TC) has stated that this latest version reflects the final regulations as published in the?Canada Gazette, Part II and the responses to the feedback received from stakeholders. A description of the changes is included?here.
Note: As a reminder, Transport Canada published this?Preliminary Issue and Consultation Assessment (PICA)?paper for consultation. The PICA has been prepared in recognition that, since the flight and duty time regulations have come into force, concerns have been raised by CBAA and all segments of the aviation industry. Through this PICA, Transport Canada advised that it wishes to work with industry to address concerns. The?document represents the first step in the consultation process to gather information that will inform future action. TC is currently analyzing the information provided by this association and other aviation stakeholders. Key themes and focus areas will be identified to inform next steps, which could include focus groups, working groups, issues papers, and so on. While the comment period is officially closed, TC has advised that it would accept any new information that would contribute to the achievement of the above-noted objective.?

ICYMI: Overflight Permits Now Required for Argentina
Effective 13 March 2024, all foreign aircraft now need an overflight permit when transiting Argentinian airspace. There has been no change to landing permit requirements: private flights don’t need one, all other flights do (including tech stops). The Argentina Civil Aviation Authority has published AIP SUP 32/2024? with all the new requirements. A summary can be seen here.
Important Note:?We are advised that the Argentinian Authority is quite particular about requirements. Don’t assume you have been granted a permit until you have specifically heard back from them.

?Learjet Round-the-World Flight Submitted as a World Record
An April 2024 flight around the world – which raised money for the Classic Lear Jet Foundation’s restoration of the first production Lear Jet delivered to a customer (serial 23-003) – has been submitted to the National Aeronautic Association for consideration as a world record. The “Century Mission” was performed by a Learjet 36A aircraft owned by air ambulance operator Global Jet Care of Florida. It was timed to coincide with the 100th anniversary of the first around-the-world flight on April 6, 1924. Read more about the flight.
