FINA Recommendation 327: Exclude Aircraft from the Luxury Tax??
Good news on the luxury tax front! On Feb. 26, the House of Commons Standing Committee on Finance (FINA) presented Shaping Our Economic Future: Canadian Priorities – a report summarizing recommended priorities in advance of the 2024 Federal Budget. Under the sub-head “Consumption Taxes and Excise Duties,” Recommendation 327 recommends to “exclude aircraft and vessels from the luxury items tax act.”??
The CBAA participated in FINA’s pre-budget consultations, proposing the following actions:??
Thank you to all CBAA members for speaking out against the luxury tax on aircraft. The FINA recommendation is a positive step forward! Here at CBAA, we will continue to advocate for Deputy Prime Minister and Minister of Finance Chrystia Freeland to adopt FINA’s Recommendation 327 in the 2024 Federal Budget.?
GAMA’s 2023 Shipments & Billings Report??
On Feb. 21, the General Aviation Manufacturers Association (GAMA) released its 2023 Aircraft Shipments and Billings Report. Shipments were up across all aircraft segments compared to 2022. Over 4,000 aircraft were delivered last year, the first time the industry has passed that benchmark in more than a decade. Read the complete GAMA report for more information.???
AC 700-039 ISSUE 03 – Requirements to Obtain RVSM Specific Approval??
Transport Canada has issued a revision to AC 700-039 ISSUE 03 – Requirements to Obtain Reduced Vertical Separation Minimum (RVSM) REDUCED Specific Approval, dated?2024-02-29.??
The purpose of this AC is to provide air operators with information pertaining to the Special Authorization/Specific Approval to conduct flights in airspace where RVSM is required.?This AC also provides guidance to operators on training requirements, aircraft RVSM equipage, and maintenance requirements.??
The present edition of AC 700-039 is issued to incorporate the following changes:??
?Exemption NCR-003-2024?
Here is exemption?NCR-003-2024. The exemption is shared to inform members that AMO certificate holders with rating(s) in the Avionics, Instrument and Component categories have received relief from the requirements of subsection 573.02(11) of Standard 573. They will not be required to have procedures for the evaluation of undocumented parts outlined in Appendix H of Standard 571 approved in their Maintenance Policy Manual.?
This exemption extends the regulatory relief previously granted under exemption NCR-006-2022.?CARs provisions: Subsection 573.02(2) of the?Canadian Aviation Regulations?and subsection 573.02(11) of?Standard 573 — AMO.?

AC 601-007 - Submitting an Aeronautical Assessment Form (AAF)?
Here is AC 601-007, Issue 01, titled When to Submit an Aeronautical Assessment Form (AAF), dated 2024-02-27.?
The purpose of this AC is to provide guidance for when to submit an Aeronautical Assessment Form (AAF) for obstacle notification and assessment to the Minister. While this AC is primarily applicable to any person who plans to construct or modify a building, structure or object, or launch a tethered object who would be notifying the Minister of their plan, the information presented herein is of use to anyone in the aviation industry in general should they need to advise the Minister of any such structure that may not have previously completed in accordance with the CARs.?
