ICYMI: CAR 703/704 Operators, Tell Us if an Extension to Accessible Transportation Regs Would Impact You
In September 2023, we shared and clarified the impact of the Canadian Transportation Agency’s (CTA’s) new Accessible Transportation for Persons with Disabilities Regulations (ATPDR) on business aviation operators. From a CAR 604 perspective, it was determined that the regulations would not apply. However, if any conditions noted in the linked clarifications are reached, then ATPDR could apply to members with CAR 703 and 704 operating certificates.?CBAA operators were therefore advised to review these conditions to assess applicability to their respective operations.?
We have now learned that the CTA is considering extending elements of the?ATPDR to Small Transportation Service Providers (STSPs) in a second phase of the regulations. Preliminary discussions have been held with a small segment of industry and members of the disability community.?A summary of these discussions can be found here. Talks centered on the following points:?Communication, Training, Mobility Aids, and Additional Seating.?
While we have yet to be informed of the applicability scope, we expect – based on previous discussions – that the extension would not apply to CAR 604 operators.?However, we will continue monitoring CTA discussions to assess if there could be an impact to CBAA operators with CAR 703/704 operating certificates.?
We therefore ask CBAA members with CAR 703/704 certificates to review the linked summary and advise the association of any concerns (in addition to those already outlined by industry members in preliminary discussions).?
