Aviation Safety Letter (ASL) 2024, Issue 2

As you may know, Transport Canada publishes the quarterly?Aviation Safety Letter?(ASL). It includes articles that address all aspects of aviation safety, including:

  • safety insight derived from accidents and incidents;
  • safety information tailored to the needs of pilots;
  • information for service and maintenance personnel;
  • content for aviation managers, and more.

Although the ASL has a large distribution and you may already receive it, we share it (here) since it may contain updates pertinent to CBAA members.


CAE is Looking for Air Traffic Services Instructors – Pass it On!

CAE, well known for its cutting-edge flight simulators and immersive pilot training, will soon be training air traffic controllers! Classes start this October. CAE is now recruiting experienced air traffic services professionals, who will be trained to deliver initial training for Nav Canada Flight Service Specialists and Air Traffic Controllers at the company’s new training centre in Montreal. If you are an experienced air traffic services professional, or know someone who is, find out more about the position and this opportunity to join CAE’s Air Traffic Services team.


ADM Director Position

?ICYMI: Extension of Validity of Canadian Aviation Document Booklets (ADBs)

Transport Canada has issued Exemption NCR-011-2024 (re-issuance of NCR-023-2023) from Subsections 401.12(2), 402.08(2) & (3) of the CARs.?This exemption adopts temporary measures in the public interest to enable all holders of valid Canadian Aviation Document Booklets to continue operations, following the change by Transport Canada to its booklet supplier.?

More specifically, this exemption allows all holders of Canadian Aviation Document Booklets that were still valid on April 1, 2023 to continue exercising the privileges stated in their booklet until March 31, 2025, or beyond if the expiry date affixed in the booklet is later.?

Transport Canada has stated it is actively working to clean up document backlog. Read more in?Skies Magazine.?


?ICYMI: Advisory Circular (AC)?521-010 - Issue 01 - Airworthiness Directives

Transport Canada has published a new?AC?521-010 on Airworthiness Directives,?dated 2024-08-02. This document provides information and guidance on Airworthiness Directives (ADs) in respect of an aeronautical product for which a design approval document has been issued or accepted by the Minister of Transport (the Minister), or in respect of an aeronautical product without a design approval document. The information and guidance in this AC are intended to describe Transport Canada Civil Aviation’s (TCCA’s) responsibilities towards:

  • Issuance and distribution of TCCA ADs;
  • Review and processing of ADs issued by foreign Civil Aviation Authorities (CAAs) for Canadian-registered aircraft; and
  • Distribution of foreign-issued Mandatory Continuing Airworthiness Information (MCAI) or ADs.

This AC also informs owners/operators/maintainers how they can become aware of all the applicable ADs for their aeronautical product.

ICYMI: CUSMA Consultations Initiated

Global Affairs Canada has initiated consultations on the Canada–United States–Mexico Agreement (CUSMA). In 2026, the first joint review of CUSMA will happen. To prepare for the review, the government is seeking your views and experiences on key areas of CUSMA that are working well and potential areas for improvement.?Submit your views to [email protected] by no later than Oct. 31, 2024.


ICYMI: TP 312 Update for Precision Runways

Transport Canada has informed stakeholders that further to the?Notice of Proposed Amendment 2023-016, which proposed minor changes to the definitions for “precision runways” in TP 312,?that TP 312, 5th edition was updated on June 28, 2024.?As indicated in NPA 2023-016, these minor changes create no new requirements for aerodrome operators. They are required for the future implementation of the approach ban regulatory initiative, along with Chapter 3 of Change 9.0 to the Criteria for the Development of Instrument Procedures TP308/GPH209.

Gogo and CBAA member Skyservice Business Aviation have partnered to develop Transport Canada and FAA STCs for installing Gogo 5G on six in-service aircraft models. The STCs cover the Gulfstream?G280 (TCCA STC issued, FAA validation pending); Embraer Legacy 450/500 (TCCA STC issued, FAA validation pending); Cessna Citation CJ3/3+ (TCCA STC issued, FAA validation pending); Bombardier Challenger 300/350 (TCCA STC issued, FAA validation received); Bombardier Challenger 604/605 (TCCA STC issued, FAA validation received); and Cessna Citation X (TCCA STC to begin shortly). ?Global 7500 Sets 50 Speed Records in 50 Weeks

Bombardier’s ultra-long-range Global 7500 aircraft has achieved more than 50 performance records in less than 50 weeks. Some of the new records were achieved on city pairs such as Miami to?S?o Paulo, Tokyo to Los Angeles, Jeddah to London and London to Bahrain.?The average speed of its 10 fastest new records is clocked at more than 1,000 km/h.
