Oversight of Commercial Operators in Canada

Further to the February16, 2023 issue of CBAA Weekly that shared a summary of Anthony Norejko’s and Robert Sincennes’ 31 January 2023 meeting with Transport Canada Civil Aviation Executives, please find the first of several short articles as a follow-up to other questions and suggestions provided by members.

Question: Has Transport Canada returned to auditing international operators conducting commercial operations in Canada? This is essential to maintaining the integrity of Canadian air operations.

Transport Canada’s audit and inspection activities are prepared on an annual basis using triennial data gathered during its annual activities and published in a document called National Oversight Plan (NOP).?The NOP includes guidance and expected annual oversight activities for all certificated organizations by Transport Canada’s inspectorate. This includes foreign operators who are issued authorities to operate in Canada under CAR 701 Foreign 0perations. In addition, Canada is a participant to the European Aviation Safety Authorities Safety Assessment of Foreign?Aircraft (SAFA) program. Through Canada’s participation in SAFA’s ramp inspections, Transport Canada also gains additional safety oversight information about these international air operators in addition to Canadian Operators’ international operations, all of which contributes to aviation safety.

Completion and implementation of NAV Canada’s Aeronautical Study on hours of operation at Regina International (CYQR)

Further to NAV CANADA’s Notice of Proposal (NOP) process which put forward the following changes to services for stakeholder comment and input. The specifics of the change were as follows:

? Eliminate the seasonal variation by reducing daily hours of operation for Regina Airport Control Tower and associated Airport Control Service to a consistent 16-hour per day with service to be provided throughout the year during the hours of 1200Z to 0400Z (0600 to 2200 local);

? Eliminate the seasonal variation by increasing daily hours of operation for Airport Advisory Service and Vehicle Control Service provided by Regina Flight Service Station to a consistent 8-hour per day with service to be provided throughout the year during the hours of 0400Z to 1200Z (2200 to 0600 local); and

? Adjust the Mandatory Frequency (MF) hours of operation to reflect the increased FSS operating hours.

Nav Canada has advised of the completion of the NOP and has confirmed that they are proceeding with implementation, which is currently planned for June 15, 2023. Information will be posted on the notices section of NAV CANADA’s homepage as well as aeronautical information products.

NAV Canada Aeronautical Study – LOS Briefing regarding Brandon, MB – 21 Feb 2023

Nav Canada is a resuming study that had been initiated in 2020 – they will be issuing Notice of Proposal with 60-day consultation. The plan is to reduce FSS hours per day (0800 to 2300 local). Adding automated weather observation service. Also plan to adjust hours at RAAS at Dauphin Airport.

Members who wish to provide comments to this study, please keep an eye out for Nav Canada’s Notice of Proposal that will be issued.

Skyservice Expands to Vancouver, British Columbia

Providing Full Business Aviation Service at Canada's Second-Busiest Airport

TORONTO, ON/ February 16, 2023 -- Skyservice Business Aviation ("Skyservice" or "the Company"), a North American leader in business aviation, is expanding its full-service business aviation operations to Vancouver International Airport ("YVR"), Canada.

Skyservice Vancouver will offer fixed-based operations (FBO), maintenance, repair, and overhaul (MRO), charter, aircraft management, and aircraft sales and acquisition services.
