Feedback sought on Rural FTTH Case Study

I will be presenting at the 2017 BICSI Fall Conference in Las Vegas in September and I am working on the simplistic case study that I shall be using to work with the Attendee's and would like your input on the below as to what your thoughts are on whether:
1) You feel you could achieve this project with timetable and budget provided
2) What additional information you believe would be needed for a Project Manager to commit to delivery of this project within budget and timetable.
So here is the reference case that I have put together to this point and would like your views:
This project assumes 100% take rate, as at present the only service available is limited. The company has no existing infrastructure in Rural Town USA.
The budget for this Rural Town USA program is $1.2Million which is an allocation of $1,565 per HHP, considering 756 units passed. This budget is shared between the passive and active network projects. This is an all-inclusive budget for project management, design, materials, construction, shipping, and taxes.
This project is allocated 9-months from start-to-finish to meet all deliverables.
Scope of Work
A decision has been made to place fiber-to-the-premise (home, business, government, and cell tower) in Rural Town USA which represents approximately:
1. 28 centerline road miles (147,894 feet)
2. 629 single family units (SFU) of which approximately 99 are mobile homes
3. 16 duplex units
4. 2 Multi-dwelling units one with 9 units and the other with 8 units
5. 11 Church’s
6. 10 government units
7. 68 small-to-medium business in standalone units
8. 939 Utility Poles
9. 1 cell tower
This project shall perform the following in this Rural Town USA FTTX project.
1. Responsible for the design of the passive network and permitting
2. Responsible for procurement of all materials for the passive network from approved materials
3. Responsible for construction of the passive network
4. Responsible for testing, commissioning, and acceptance of the passive network by the company’s Operations group
5. Responsible for connectivity of all specified customers to network
6. Coordination with the sister project who is handling the active elements of the Rural Town USA FTTX network
7. Coordination with company’s customer services and billing to ensure all customers are properly documented and communicated with
8. Coordinate for the establishment of a local presence that ensures the ability to maintain locally the infrastructure and customer connectivity
The target for this project is to utilize a mixture of 20% aerial and 80% underground. Aerial is a mixture of front yard access and back-alley access. Underground rights-of-way is 10-feet from back of curb or edge-of-pavement. Within the public underground utility corridor the water, gas, sewer, storm drains, and telephone cable are currently residing.

7 年dear David Rottmayer i think its green field. i hope its not a brown area. first we need to know your local municipality standard about MH to MH distance and MH to HH distance. depends upon the roads we need to construct the MH's. As per the plan we will going to design that area ad then we need to know the main central and everything. as per the design we need to procure all materials and fix the labors also.
