African infrastructure: Taking the local funding route

Financing the $170 billion African infrastructure gap using domestic capital pools isn’t quite a pie in the sky – there are several financing tools that are already sourcing local investment. But limited savings rates and poor investor appetite are likely to keep any capital dent small for now.

• EBRD is considering a sovereign-guaranteed KZT47.65 billion ($100 million) loan for the Aktobe wastewater treatment plant (WWTP) project in Kazakhstan. The total project cost is KZT56 billion ($117 million) and the remaining KZT8.37 billion ($17 million) will be provided by the Aktobe Oblast Akimat. The plant will have an average capacity of 100,000 cubic metres per day and will include a sludge treatment facility with biogas fueled heat and an electricity generation unit.
• More details have emerged on the €4.4 billion debt financing for PKN ORLEN and Northland Power’s 4GW Baltic Power offshore wind project in Poland. The debt is split between around €4.2 billion of 23-year (construction-plus-20-years) facilities and a PLN1 billion three year tranche.
• EIB is appraising a €900 million framework loan for the development of a railway transport infrastructure pipeline in Croatia. The total €1.8 billion project will aim to improve the country’s strategic railway infrastructure and rolling stock, carried out by the Ministry of Sea, Transport and Infrastructure. The project follows an announcement in April 2023 that the government will be investing more than €4 billion in the next decade into its railways. More news here

Zloty ranks third amongst the majors

The dark blue area in the bar graph represents Poland's contribution to these deals, which amounts to a significant $17.71 billion out of the total of $157.4 billion. Additionally, Poland conducted $7.1 billion worth of business in Zloty to further strengthen its currency, as shown in the chart above.
