CLIMA: A new type of grant to unlock debt market ambitions?

IDB’s new CLIMA initiative offers a new type of grant that imitates a 5% loan principal discount to borrowers for meeting nature and climate objectives. The goal is not only to incentivise ministries to align with their NDCs, but also to build an institutional groundwork for tapping green and thematic debt markets. • Details have emerged on the debt financing backing Mexico Infrastructure Partners’ (MIP) acquisition of an 8.539GW power portfolio in Mexico from Iberdrola.
• Brazil's new infrastructure law has been broadly welcomed by the project finance market. In addition to providing stimulus for a wider infrastructure investor base, the law has eased initial angst that BNDES will return to its old ways and start crowding out the private sector from infrastructure and energy finance.
• The OPEC Fund for International Development (OFID) sold a $500 million three-year bond last week – its first US dollar benchmark of 2024 and only its second ever public bond issue.

Spotlight project of the month: Chennai Peripheral Ring Road Project Phase 2 - JICA Financing

The project aims to address the burgeoning traffic demand in the Chennai metropolitan area, alleviate congestion, reduce transportation time to and from Chennai and Ennore ports (through Phase 1 & 2 projects), and improve connectivity to the southern part of the State by constructing a 26.3km Peripheral Ring Road and implementing Intelligent Transportation Systems.
