The new Policing, Crime, Sentencing and Courts Act has been described as the biggest change to policing in a generation.
Amongst more controversial passages, changes to the Out of Court Disposals (OOCD) framework, while the right thing to do, will have a stark impact on front line policing. The magnitude is recognised in the Act:
“There is a significant additional admin burden on front line policing..."
The Act outlines six key additional actions that each officer has to undertake to make sure they are compliant:
Unfortunately the Act also goes on to acknowledge that:
“There is no additional resource in the form of officers or staff to manage these processes.”
Moving from the current process, which can be little more than issuing a ticket, to a four month supervisory period creates a massive burden on front line policing. One that most officers are not ready for and indeed not trained for. Our estimates suggest that the workload could be more than tenfold when compared to issuing a simple caution.
We believe this change is the right thing to do. Evidence suggests that diversionary programmes lead to lower reoffending, however this doesn’t help the immediate demand on resources.?
