You Deserve the VIP Treatment
As an elected representative, Omagbitse Barrow intends to play his ROLE as a legislator in a deliberate, disruptive and differentiated manner that will ensure that every citizen of AMAC and Bwari, as well as the people of Nigeria is treated as a VIP. The underlying philosophy of treating every citizen as a VIP is anchored on the following focal areas:
Value – Reorientation:Barrow intends to use his legislative powers to drive the development and implementation of programs at both the FCT and National levels that will re-structure the hearts and minds of Nigerians. He will promote legislation, embark upon legislative programs and engage the Executive branch of Government especially those responsible for Value Reorientation including but not limited to the National Orientation Agency, the MDAs responsible for Education and other institutions involved in the fight against corruption and indiscipline. His intention is to establish a Value Reorientation Desk in each MDA at the Federal and FCT Levels and drive a systematic acculturation project that will cut across all strata of society galvanizing the resources and existing structures of the Government with the support of Donor Agencies and the Private Sector. We cannot keep wishing for Value-Reorientation without someone actually getting up to do something about it. There will be clear metrics to measure our progress in this regard embedded in these programs that will be measured, reported and analyzed for improvement on a continuous basis. Barrow’s experience in leadership development, education and corporate training in the last two decades will position him appropriately to take up this challenge.
Strengthening Institutions:Barrow intends to focus on a number of agencies that are critical to guaranteeing the freedom and dignity of Nigerians and get more involved through his oversight responsibility in ensuring that these agencies deliver on their mandate to the Nigerian people. Particularly, the Police and Law Enforcement Agencies; Security and Defence Forces; the Judiciary; the National Assembly, and all the Regulatory Agencies that interact with private sector operators that provide commercial services to Nigerians as well as Government Agencies that protect the rights of citizens. To achieve this, Barrow will be working with these institutions to define service standards and performance metrics in the area of institution strengthening and will ensure period reporting to the people along these lines. Barrow will be pushing for improved funding of these institutions but also and more importantly, improved accountability, training, operations and strategy in these institutions. His experience in organizational development, performance management, technology and strategy implementation in the last two decades will ensure he can deliver on these and much more.
Building the People: The third pillar of the Barrow VIP agenda is to focus on enhancing the livelihood of Nigerians through a deliberate focus on Housing, Health, Education, Environment and Social Security. Using his oversight and legislative powers he will work closely with the Executive in ensuring increased participation and funding of The National Health Insurance Scheme, as well as increased awareness and actions to reduce lifestyle diseases; a more effective contributory pension and informal pension scheme for the most vulnerable Nigerians; Better conditions of service for Basic and Secondary School Teachers with better training and more effective curriculum and programs in our schools, including Special Education and Life Skills Education; Reduction in the proliferation of plastics and other harmful substances that affect our health as well as a massive sanitation program that cleans up our dirty surroundings; and well-implemented program to reduce the housing deficit through creating a conducive environment for the securitization of mortgages and creation of Real Estate Investment Trusts. Barrow’s experience as an Investment Banker, Pension Fund Manager, and Community Organizer is the last two decades prepares him adequately for these challenging tasks.
Nigeria’s problems and the challenges facing the people of the Abuja Municipal & Bwari Constituency are hydra-headed. These focal areas are therefore not exhaustive but constitute Barrow’s legislative priorities. He will definitely do more in other areas of need that will arise in the course of his service to the people of Nigeria.
