Would You Cry Over $10,000 for New Windows?

Don't judge. It was a charity, and a very worthy group, but they were having trouble making payroll. They were really unsure of what they would do when the mail arrived.
It was a grant of $10,000.
To say they were jumping for joy, high fiving and in a generally splendiferous mood would be an understatement. They were glowing. Well, for almost 5 whole minutes.
Then they read it more closely. It could only, ONLY be spent on windows for the building. Their elation evaporated and several ended up weeping. When winter came, they would need really good windows, as they would have no electricity or heat.
Most grants have restrictions, and the #1 restriction is Operating Costs. I have read grants that have clearly stated, "All employees should be volunteers". That's downright na?ve. Are the doctors at St. Jude's volunteers? Is the American Heart Association peopled entirely with volunteers? Since when is getting a paycheck bad?
We gave this worthy group $4,000. Well, I signed the check. The money was from businesses that legally redirected a portion of their merchant (Visa/MC) fees to this charity. They now get monthly checks, and their payroll is taken care of.
