The World Needs A New Leader

The UN+EU+WEF System has not only made a thorough mess of the World Covid Outbreak and World Politics but it has never been able despite receiving billions to sustainably prevent or solve any of the fifty major global challenges our civilisation has been faced with to this day. The UN+EU+WEF System is therefore inefficient, incompetent, arrogant, dictatorial, dishonest and shockingly expensive to run setting a very poor example to the whole world. Not only has this system lost all credibility, but it is in fact responsible for the worst pandemic since the beginning of mankind: the loss of trust with serious short/medium/long term consequences at personal, professional, family, neighbourhood, local, regional, national, continental and world levels, aggravating an already dysfunctional world system. And without trust, any relationship or policy/initiative shall fail in the long term, whatever the relationship/programme, anywhere in the world. This is why world society is breaking apart.

The UN+EU+WEF System is therefore faced with either of two options to manage world affairs. Recover lost trust or coercion. Recovering the citizens' lost trust is now an impossible task for the UN+EU+WEF System. This leaves it with only one option: coercion. This explains why it is working on imposing a coercive society based on a centralised form of global governance.

The UN+EU+WEF System led by a powerful oligarchy of unscrupulous opportunists is toxic for our civilisation. It must therefore be dismantled then replaced by the NCBP (New Capacity Building Programme) that offers a decentralised form of global governance set up with the citizens' consent and based on a listening society.

The New Capacity Building Programme Infrastructure

The New Capacity Building Programme (NCBP) is a systemic programme that integrates all the International Multidisciplinary Neuroscience Centre's (IMNRC's) activities together:

1. Interface Education
2. Interface Governance
3. Interface Localities
4. Interface Science
5. Interface Medicine
6. Interface Diagnostics Cabinet (IDC)
7. Customised World Interdisciplinary Networks (CWINs)
8. International Multidisciplinary Interface Research Congress (IMIRC)
9. International Interface Research Centre (IIRC)

NCBP Task Force

New Capacity Building Programme (NCBP) Task Force. Basic organisation simply and briefly explained:

• The NCBP Task Force consists of 260 National NCBP Teams.
• Each Team consists of at least fifty members.
• Each of these members must have expertise in any one of the fifty major global challenges our civilisation has been unable to solve so far.
• Very important: each expert in a specific field corresponding to one of the fifty major global challenges must be able to see how his/her specific field influences and is affected by all the other major global challenges.
• The fifty major global challenges are: conflict, covid, climate change, biodiversity, energy, environment, food, water, education, corruption, migration, ...and 39 others
• There are therefore fifty different thematic networks that each span 260 countries.
• Each of these thematic networks interact with the population and with each other. They consequently have a high educational value for the world population.
• Ideally, each National NCBP Team should become the whole national population itself collaborating together.

Example: Covid. Take any country. Say Italy. Italy shall have its own NCBP Team with at least 50 members each in charge of one of the major global challenges in his/her country. In this case, Covid. We thus have a highly articulate interactive holistic multicultural integrated interdisciplinary Covid Network devoted to Covid that spans 260 countries. This is also called a CWIN (Customised World Interdiscilinary Network).

• The NCBP Network set up by the NCBP Task Force is an extraordinarily powerful tool because it can launch a world coordinated effort to tackle the most complex problems in record time.

We are now in the process of renewing 140 Teams and 120 need to be created. This begins by first renewing the foundations of the network of 260 National NCBP Teams each consisting of at least one member per team per country. This first Team member shall be the Team Coordinator in charge of recruiting more participants for his/her Team. Once the foundational network of 260 National NCBP Teams is complete, a zoom meeting shall be organised to discuss the NCBP Agenda between all the Team Coordinators. Please note that the initial Team Coordinator is only a temporary position. He/she shall be elected by the whole team once it is complete and operational. Following the zoom meeting, the NCBP Network shall grow with each team progressively consisting of at least fifty members as explained above. Simultaneously processing fifty interconnected global challenges together at the same time is a good illustration of full blown global complexity that requires an appropriate new global governance tool that only the NCBP can provide. We are faced with a global network of interconnected global challenges that can only be appropriately managed by first setting up a new global governance infrastructure.

My hope is that the Team in a National NCBP Team eventually becomes the whole national population itself each with doctoral/professional competence in a field (or fields) of their choice. Had this been the case for Covid-19, there wouldn't have been a World Covid-19 Crisis. World population quality education shall be possible with Interface Education and the use of CIS (Customised Interactive Software, please see below) that shall short-circuit schools/universities altogether and completely revolutionise the global healthcare systems. More generally, schools and universities as we know them today shall not be needed anymore and disappear.

CWINS

One of the NCBP's most powerful tool is the Customised World Interdisciplinary Network (CWIN). This is an open worldwide call for assistance and collaboration in any difficult challenge that has a direct bearing on the citizen's well-being and quality of life and that has been unresolved to this day. This was how an innovative successful treatment for invasive bladder cancer applying the basic principles of NNIVEE (nutri-neuro-immuno-vasculo-endocrino-epigenetics) was found for an elderly lady waiving the need for radical cystectomy or six week intensive radiotherapy. The patient kept a fully functional bladder. This was a project I directed at the St. Jean clinic in Brussels a few years ago and we would like to go ahead with an atypical cohort study to be in a position to include the innovative treatment for invasive bladder cancer in the elderly as an official EBM. I would also like to launch a CWIN for invasive colorectal cancer and Covid/Long Covid applying the same basic principles of NNIVEE. The latter already exists as Covid-19 Plan A, a global holistic multicultural integrated interdisciplinary strategy launched early 2020 but brutally replaced by the UN+EU+WEF System's Official Narrative with terrible consequences. Launching a CWIN without a complete and fully operational NCBP Task Force with 260 National Teams on standby is possible but very difficult and very time consuming. We need much more staff and funds.. This is still not the case. Why? Inertia and lack of funds. This is preventing us from taking action throughout the world to help countless citizens in distress.

Medical Position

Medical training in Medical Schools does not enable an understanding of the holistic complexity of medicine and of the patient.?Courses are still far too fragmented and disconnected not to mention the chronic lack of good pedagogues. NNIVEE should be included in the medical curriculum as an introduction to or an advanced course in holistic medicine for medical students and accomplished physicians respectively in medical schools. The basic principles of NNIVEE are not welcome in too many medical schools. Orders from above? I would like to create a Chair in NNIVEE in a respected Medical School.

Smart Cities

The world is a multitude of interconnected tangible and intangible networks. This includes localities that are worlds by themselves each also consisting of a multitude of interconnected tangible and intangible networks that determine the well or ill-being of that locality. The finality of a local (rural area, village, town, city), regional, national, continental, world project is after all to achieve and sustain the citizens' happiness (well-being and quality of life) in their own locality, region, country, continent. If not, what's the point? A "Smart City" is a "Clever City". An "Intelligent City" is a "Happy City". I am interested in the latter. This requires a holistic multicultural integrated interdisciplinary strategy for each locality. The world consists of an interconnected network of such localities. The NCBP necessarily includes the world network of such localities. Its methodological framework is based on the creation of a Diagnostics Unit.

Interface Education

What is excellence for? What kind of excellence is most needed for us human beings? Considering the increasing world instability and violence, the seriousness of the environmental issues, perhaps the finality of education, research and education is to defuse the world ticking time bomb that is threatening our civilisation and planet, and achieve and sustain the well-being and quality of life of eight billion human beings at interconnected personal, family, neighbourhood, local, regional, national, continental and world levels. This means optimising the mindset/state of mind of eight billion human beings for complex avant-garde multicultural integrated interdisciplinary challenge processing, in other words to understand and manage global complexity. This is outside mainstream education competence. Time to turn to Interface Education, the Education of Tomorrow.

The IMNRC offers a Bachelor and Master in Interfaces. The DI is experimental and shall be fully developed at the IIRC with its Interface Assimilation Programme (IAP) (see below). The IMNRC is also interested in Customised Interactive Software (CIS) enabling all human beings to have access to professional/doctoral level education. There shall never be enough institutions to train eight, nine, ten...billion human beings. Besides, sending your children to a university is no guarantee that they shall come out competent. Indeed, a degree assuming that it is deserved - which is not always the case - does not necessarily mean competence. Besides, demonstrated proficiency in a restricted branch whilst feeling completely out of your depth when faced with the vast expanse of data that lies both within and outside you, can this be called competence? I often ask how shall your education make this a better world... Well, most don't know. Hasn't occurred to them. What is the link between your education and the well-being and quality of life of eight billion human beings? Don't know. So, how the deuce can eight billion human beings make this a better world? They are completely lost! Yes, a thorough mess indeed.

This is why a World Competence Audit should be introduced to verify a citizen's competence in his/her own field of expertise and also how he/she sees how her training can achieve and sustain world society well-being and quality of life, i.e. happiness, the Third Millennium's Top Priority. The first part is sure to raise resistance or opposition everywhere. The second part should seem more appealing to the majority.

IIRC

The NCBP shall be working hand in hand with the International Interface Research Centre (IIRC), the IMNRC's successor. The IIRC is a highly advanced futuristic education and research centre with unlimited means that shall provide the technology needed to apply the NCBP's basic principles. This shall include CIS and of course the IIRC's Flagship Project, the Interface Assimilation Programme (IAP). Funds are needed for the first Pilot IIRC.

Question: What Are We Waiting For...???

There is a need for worldwide coordinated holistic multicultural integrated interdisciplinary collaboration to deal efficiently with:

• Covid-19/Long Covid
• Biodiversity
• Conflict
• Food
• Education
• Water
• Climate Change
• + 43 other Major Global Challenges!

ALL OF THE ABOVE require the SAME basic highly interactive new global governance infrastructure that only the NCBP can provide.

EACH OF THE ABOVE must create a specific world network devoted to its cause (please see above).

There are thousands, perhaps millions? - take a look at all the expertise on LinkedIn - of experts in EACH of the above-mentioned Major Global Challenge categories and where are we? No one knows what to do! At best, we have seen the emergence of clusters, alliances, councils, organisations, ... forming multiple competitive "counter elite structures" each wishing to be THE One Who Shall Save The World. Global impact = 0. It just doesn't work this way and yet what happens? Another cluster is created!

Conclusion

The whole NCBP can replace the UN+EU+WEF System from scratch. As Founding Executive Director of the IMNRC and Principal Coordinator of the NCBP, the whole NCBP Network of 260 National Teams and I can lead and supervise in full collaboration with the citizens the whole NCBP till its completion.

Please remember that the NCBP is a systemic catalyst. It has no intention of staying. Just like any catalyst, job done, the NCBP goes unless further plebiscited by the world population to stay on. Once the decentralised NGGI is set up with (and not imposed on) the citizens based on a listening (and not a coercive) society, the NCBP shall not be needed anymore.

Financial support to launch the whole NCBP including an appropriate NCBP Task Force and structural/maintenance funds for the IMNRC is estimated around three million euros. This is urgent. The difficulty is that I am no financial expert. The amount may be much less or much more. Marketing, business and financial experts are urgently needed. I have been saying this a long time...

The best financial option seems to be a network or consortium of financial stakeholders - philanthropy, sponsors, donators, public funding, VCs, PPPs, ... - interested in the NCBP and the IMNRC's/NCBP's immense potential as evidenced by the IMNRC's/NCBP's impressive track record, largely misappropriated without the slightest recognition by the UN+EU+WEF System and its closed devoted clique of selected politicians, academics, scientists, physicians, institutions, organisations and industries.

The NCBP is being openly plebiscited as a replacement for the UN+EU+WEF System but we are still very far from completing the NCBP Task Force. This requires evidence of trustworthiness, holistic multicultural interdisciplinary potential, courage and resilience.

The NCBP is a huge task that deserves substantial remuneration. I expect to be paid by the international community.
