World Bank Group announces record $100 billion replenishment of the International Development Association

The World Bank Group has announced a record $100 billion replenishment for the International Development Association 21 (IDA21), representing the largest financing package in the institution’s history. The ambitious initiative marks a pivotal step in tackling global poverty and fostering sustainable development in the world’s most vulnerable countries.?

Alongside this record-breaking financing, the World Bank is introducing a simpler, faster, and more agile IDA framework, reducing policy commitments by half, which gives recipient countries more freedom to prioritize and shape their own development. The announcement was celebrated in an open letter from World Bank President Ajay Banga, addressed to donors, clients, stakeholders, and partners.

A total of $23.7 billion was pledged in IDA21 by donors. IDA’s hybrid financing model, which multiplies donor contributions and other income through capital markets, will enable it to multiply these donor contributions fourfold, mobilizing $100 billion in grants and low-interest loans for the countries that need it most. The IDA21 replenishment saw 59 countries make financial commitments. Among them, 17 donors increased their contributions by over 25% in national currency, and 10 donors raised their commitments by 40% or more. The funds will benefit 78 countries, driving transformative investments in health, education, infrastructure, and climate resilience.

In the open letter, President Ajay Banga shared: “none of this – the financing or the efficiency – would have been possible without the unwavering support of our donor countries, advocacy from civil society, and creativity from clients. To each of you—thank you for your trust, your partnership, and your belief in the mission of IDA. Today marks a milestone, but it is also a beginning of sorts. Together, we have proven that collective action can achieve extraordinary results.”

Background

The International Development Association (IDA) is the World Bank's fund for 78 low-income countries, and stands as their largest source of multilateral development finance. It provides concessional financing for projects that boost economic growth, build resilience, and improve people's lives across these countries. Over two-thirds of its financing benefits low-income countries in Africa. Since 1960, IDA has delivered $533 billion to 115 countries.

The current 78 recipient countries are distributed as follows: 40 in Sub-Saharan Africa; 14 in East Asia and Pacific; 6 in South Asia; 4 in Europe and Central Asia; 8 in Latin America and Caribbean; and 3 in Middle East and North Africa.

From July 2025 to June 2028, IDA21 will play a critical role in advancing the World Bank’s 2030 development agenda. Its key goals include expanding electricity access to 300 million people in Africa through a partnership with the African Development Bank, improving healthcare services for 1.5 billion people, and strengthening safety nets for 500 million individuals facing recurring crises.
