Working With Your AsBo - CSM Significant
High Speed Rail Solutions
Our Mission: To successfully integrate complex railway systems and demonstrate they are safe, reliable and compliant.
Working?with?your AsBo is an essential part of your project, but where do you start?
CSM Significant?
If your project has been deemed ‘CSM Significant’, then you will need to engage with an independent Assessment Body (known as the AsBo). We would advise you to do this as early as possible during your project delivery!
What is the role of your AsBo?
Your AsBo will be an independent party who will assess the correct application of the risk management process and the suitability of the results.
?
Building a healthy relationship with your AsBo
A good remit is essential, just as you would write a remit to engage any sub consultants before you go out to the market. It goes without saying the remit should be clear and with no ambiguity, ideally the remit should include the following as minimum.
· Brief description of the project
· The deliverables beyond the Independent Assessment Plan and Safety Assessment Report, which are musts.
· Meeting requirements

· A timeline for the project which allow the AsBo to come up with a Plan!
?
Independent Assessment Plan
Once selected, the AsBo will develop an Independent Assessment Plan (IAP) and schedule regular engagements with the proposer and project team. Engagements will include meetings, assessment record reviews and feedback on documentation. The aim of the independent assessment plan is to highlight the key milestones?necessary for ensuring a thorough assessment of the change.
Once the AsBo has completed its assessment, they must deliver the Safety Assessment Report (SAR) for each different stage of the project (Option Selection, Detailed Design, Pre-Commissioning).
?Ultimately the SAR will be a key deliverable to System Review Panels (SRP) and inform their decision to endorse your project being commissioned and entered into service. If your project has also been deemed ‘Interoperable’ then the SAR will be included within the Technical File which supports the Declaration of Verification (ECDV-TF) to the ORR.
