Yesterday, the news broke that unlicensed online operators must shut down during the cooling-off period, after the regulated online market opens, or face sanctions from the Netherlands Gambling Authority.

The new enforcement directive, issued only ten days before the opening of the regulated online market, came as a major surprise – not least because it represents an unexpected break with previously declared government policy. The new situation, however, is expected to create more clarity for Dutch consumers.

Nonetheless, this surprising policy change will have major repercussions for the regulated Dutch online market.
