Why wait till exit to offer the employee more?

Employees will give their best and all, but their managers won't reward the diligence, dedication, hard-work, commitment, and enterprise to his/her work.
Appraisal and performance review period will come and go, yet no bonus, merit increment or promotion for the employee. Basic work requirement to bridge learning gap, none will come the employee's way. Other employees not as efficient, effective or resourceful as the #neglected employee gets; #bonus , merit increment or #promotion.
Instead of reward #passion and #commitment, department manager encourage #nepotism, #favouritism at workplace. Employees with less deliverables are #rewarded because they serve a devilish or dubious purpose for the manager. The workplace becomes very #toxic as a result of the manager's actions and inactions. The manager is aware of the employee's capacity, capabilities, and competence but fail to do what is required to #reward the employee with know-how.
The very day the employee decides to hand in the letter, the manager comes to sudden realization that the employee is indispensable, HR is called to discuss the possibility of salary increase or promotion for employee. Why wait till the employee's exit to offer what was or should have been done to reward the employee performance?.
