Why was this school's Section 19 Permit application rejected?

We recently heard from one of our schools that their Section 19 Permit application was rejected because they were carrying out safety inspections every 17 weeks rather than the recommended 10.?

In May of last year, the?Section 19 Permit application?was changed to include information on vehicle maintenance arrangements and the frequency of safety inspections.?

The DVSA recommends these are completed every 10 weeks for vehicles under 12 years of age, and every 6 weeks for vehicles 12 years old and older.

It is now apparent that this recommendation is being taken very seriously in the application process, evidence of inspection agreements/contracts is also required.?

We recently wrote to the Office of the Traffic Commissioner to find out how long applications for Section 19 Permits are taking. The automatic response was this -

"Please note?applications are taking about 2 months, due to the amount of incomplete and incorrect applications, if you haven’t included a safety inspection contract, please do so now, to prevent further delays."[email protected]

A Section 19 Permit is required by organisations who wish to run minibuses without a full PSV operator's licence.

You can apply for a Section 19 Permit through the?Traffic Commissioner's office,?provided you are not profiting from your minibuses.

The?Section 19 Permit application?requires you to include details of your vehicle maintenance plans - including your agreement with the engineers completing your safety inspections (see image right).

Safety Inspections?are checks completed by independent qualified engineers to prove roadworthiness, as well as regular services and MOTs.
