Why Overuse is not a Producer and Consumer Problem

Overuse has a lot of significance in both Material/Non Material and Living/Non Living world. Your might see overuse as of physical context some one might be overusing himself or he might be overusing a Chain Saw, but why do we care ? Because some damage can be caused. But is the Person a consumer or a producer, he is neither, as a purpose. He is not using himself on anyone's behalf, neither is overusing the Chain Saw as Consumer (he has bought it or is on rent).
Why does it matter "Overuse is not a Producer and Consumer Problem" ? Simple you cannot trace the overuse. Here the man overused the Chain Saw, but him or others reusing it are not as a Producer or a Consumer, i.e. Chain Saw cannot be traced to anyone specific when it breaks down. Similarly a Man gets overused, It is still not a producer or consumer that is causing the effect again cannot be traced.
What is the significance of it? In Computing a lot of effort is made to find the reliability / stability and correctness of most devices again overuse it not a criteria. Producer / Consumer Problems are from computing and again the device is not even being tracked for correctness or damage, some day the system just is got an issue, simple.
