There are positions where CRO works (call center, warehousing, etc) for high volume. Outsourcing TA can be a combination / complement to inhouse recruitment but I don't think it can work 100% all the time (I guess depends on the organization and what they want to spend). Many companies have tried both models or a combination to see what fits them the best.
