Why there may be an ai offshore country
There is no doubt AI is going to be regulated.
Eu ai act will come in 2024, and many countries are passing similar legal frameworks.
But this is not the discussion today, I wrote about it at length .
I'm going to provide reasons why an offshore AI country,i.e. not regulated, may emerge.
I'll give an example.
For years we had and still have economic offshore territories. You name it Cayman etc.
Of course some of these places are for the most deprecable trades possible.
Yet they still exist and many large corporations ,or countries one way or another use them.
But why?
Well my educated guess would be, even if we eradicate all the appalling reasons (human trafficking etc.) and still deplorable (tax minimization) , still we may need it.
How would secret services 'settle' certain matters? Whether stealing information or whatever .

Yes there will be better if these things do not exist at all but in reality they are.
Now.
Imagine a world in which all data is regulated. And AI models too.
How about a state that has a release of classified information which cannot be realised nor used on shore.
How about we need to test an unsafe AI model for whatever good or bad reason.
I think you should have gotten the reasoning by now.
An AI unsafe regulated heaven must exist. An AI offshore country.
When is it going to happen? Roughly when all big players adopt more stringent regulations. So in about 5 years or so.
To be clear I do not wish that to happen, it just seems to me a natural evolution of the globalised system.
At the end everything has its dark (hopefully small) counterpart, the internet has the unregulated dark web for example ( and it is not so small...).
We shall see.
