Why are Home-Based Technologies still a debatable issue?

During the pandemic, primary health care providers had to ration patient entry into surgeries and clinics in an effort to minimize the spread of infection.
During the pandemic we also learned that oxygen saturation was an indicator of the severity of the impending disease, sometimes in the absence of overt and recognizable symptoms.
Measuring oxygen saturation cannot be obtained via an online or telephone consultation. A patient had to have a device at home.
This and many other examples highlighted the importance of At-Home monitoring, yet it is still being discussed and debated.
