Why are Heat Cost Allocators included in the Heat Network (Metering and Billing) Regulations?

The updated Regulations are now in place to promote the metering and billing of all heat supplies to customers from shared (communal) heating systems.

The move from a fixed charge for heating and hot water, typically included in rent or service charge, to a consumption based charge has been proven repeatedly to reduce energy consumption by 20%. A significant saving opportunity for Residents and Operators alike.

The challenge is therefore how to implement a metering system that does not cost more that the savings that are delivered and is also practical to install. This is the very rationale for Heat Cost Allocators. These small low cost devices are fixed to all radiators in the Property. The data they collect and remotely transfer to the billing system allows the Operator to allocate the cost of the heating system to where it is being consumed - hence consumption based billing.

The ease of the installation and the low cost of the simple billing process (currently in use by ista in 13m homes across Europe) means that the maximum value of savings of is returned to the Resident.

At a time when finances are under pressure and the use of the home is changing for many Residents, it more important than ever that each consumer is charged fairly based on their actual use of energy.
