Can someone explain why governments and municipalities still look for the more expensive and time-consuming projects of Metro and LRT as solutions for urban mass transportation?

Bus Rapid Transit, when properly designed, can deliver very good results in only fraction of the cost and time for construction. Soon BRT systems will become electric, and not much later - driverless. So where is the catch?
