Mr. Blanco is the Managing Director of?e8/Q Technologies, a provider of business advisory services in emerging markets. He has lived and worked in Eurasia for 18 years as an international corporate executive, economic development director, and entrepreneur. He began his career as an international banker serving Latin America, served in the US Peace Corps (Russia 1), executed several economic development programs in Eurasia on behalf of USAID (United States Agency for International Development), and founded and exited businesses around the World.

He holds a BBA from Florida International University, an MBA from IESE Business School – Universidad de Navarra (Barcelona, Spain), and TRAF-1 language proficiency certificate from Literaturnyj Institut im. A.M. Gorkogo (Moscow, Russia).?Mr. Blanco speaks Russian, Spanish, and English.

Mr. Masters is a retired partner in the international law firm Baker McKenzie, where he was based in the firm’s Almaty, Kazakhstan office for 25 years. As managing/senior partner, he oversaw a team of local and foreign lawyers advising international and local clients on cross-border investments, privatizations, joint ventures, financings and other legal issues in Kazakhstan, Uzbekistan, and the other Central Asian republics of the former Soviet Union. He continues to serve as an international law adviser to the Supreme Court of Kazakhstan.

Mr. Masters also spent 6 months working in Nizhny Novgorod, Russia, where, among other things, he advised on the first bankruptcy in the former Soviet Union.

Mr. Masters holds a B.S. from the University of Illinois, an MBA from the University of Chicago, and a JD from Harvard Law School.?He speaks English and Russian.
