The automotive industry is undergoing a transformative shift, with automation advancing faster than regulatory frameworks can accommodate. While numerous vehicles in markets like China are equipped with the capabilities for hands-off driving, they remain classified as Level 2 automation due to the absence of supportive legislation. Yet, Level 3 automation and beyond are inevitable steps toward the future of driving, bringing unprecedented safety, efficiency, and convenience.

A Global Perspective: The U.S., China, and Europe
Imagry is closely following developments in autonomous vehicle adoption across the globe, as each region presents unique opportunities and challenges. For instance:
?? Private Vehicles: In China, advanced driver-assistance features like "hands-free" capabilities are increasingly common, though limited to Level 2 due to regulations. Europe also sees growing adoption of AV technologies, spurred by strong regulatory and public safety measures, which are driving Level 3 pilots in countries like Germany. The U.S., meanwhile, remains focused on Level 2, primarily in highway settings, with ongoing discussions about Level 3 standards.
?? Robotaxis: China leads the way, expected to expand robotaxi operations across 10 cities by early 2025, while the U.S. is limited to 4–5 cities with geo-fenced areas. Notably, Chinese robotaxi operators have the freedom to operate in the U.S., yet restrictions prevent foreign AV companies from deploying in China.
?? Autonomous Buses: While autonomous bus pilots are ongoing in over 10 European countries, Japan is setting aggressive goals, aiming to establish 100 locations with autonomous buses by 2027. In contrast, the U.S. lags behind, with minimal progress in deploying M3-class buses (real buses carrying over 30 passengers) on public roads.
Moving Forward: Legislation as an Enabler, Not an Obstacle
The gap in autonomous vehicle adoption across regions is, in many ways, a policy gap. Imagry believes that for the U.S. to regain its leadership in autonomous driving, a proactive, innovation-focused regulatory environment is essential. While other regions are taking bold steps forward, the U.S. has the potential to foster a supportive landscape for AVs that encourages both domestic growth and international cooperation.
