What is the point of a leader attending a workshop on agile? Isn't agile for teams?

While Scrum is an approach for teams to be Agile, Agile is a set of values and principles that an organization must choose to integrate into their culture. These values and principles outline a different mindset in dealing with complexity, uncertainty and other risks involved in product development.

Since organizations reflect their leaders thinking and behaviors - without the leaders taking on the mindset of agility, the organization will likely fall far short, opting for the Scrum paint job - a thin veneer of new language over a legacy of how things have always been done.
