Why is AI NOT Creative yet?

Can AI be taught how to create without human guidance? Can AI truly understand what is innovation??Is the creativity still with the programmer who designed the AI algorithm?
Already AI has helped write pop music, mimicked the speech of famous politicians, and informed creative decisions in the industry. However, AI still requires much human intervention, supervision, and highly technical knowledge to produce reasonable results. Moreover, AI is an inefficient learner (with few exceptions), requiring piles of data where humans need only a few examples. As a result, AI converges toward the average, creating something typical of what is already out there.?
In the?Book of Why , Judea Pearl suggested the?Ladder of Causation, which represents three levels of causality with different organisms at each level.?

To make the step toward natural originality or creativity, AI would have to analyze the causes of the painting, music, or design the conditions for its coming into being, not just similarities, patterns, or grouping. But unfortunately, AI lacks the self-awareness to reflect on its actions and experiences and communicate its creative intent. In other words, AI lacks Causal Inference capability.
I'm sure AI will try to go higher on the causality ladder to emulate human intelligence in years to come.
