Who is an "aggrieved person"

In Jasbhai Motibhai Desai vs Roshan Kumar, (1976)1 SCC 671 where Hon'ble Supreme Court observed as follows:

"Whether the applicant is person who's legal right has been infringed? Has been suffered a legal wrong or injury, in the sense that his interest, recognized by law has been prejudicially and directly affected by the act or omission of the authority, complained of? Is he a person who has suffered legal grievance, a person whom a decision has been pronounced which has wrongfully deprived him of something or wrongfully affected his title or something"? Has he special or substantial grievance of his own beyond some grievance or inconvenience suffered by him in common with rest of the Public? Was he entitled to object and be heard by the authority before it took the impugned action? if so, was he prejudicially effected in the exercise of that right by the act of usurpation of jurisdiction on the part of the authority? Is the statute, in the context of which the scope of the words "person aggrieved" is being considered. a social welfare measures design to ley down ethical or professional standard of conduct for the community? Or it is statute dealing with the rights of particular individuals?
