When the liquid turbine flow meter's output mode is pulse output, why the pulse width shall not be too large ?

When setting the pulse equivalent of the liquid turbine flow meter, the resolution shall not be too high, and the pulse width shall not be too large to avoid the output saturation. What is the meaning of output saturation ?
Take an example: DN25 Liquid Turbine Flow meter, measure range is 1 ~ 10 m3/h, assume total flow unit is m3, setting value of pulse equivalent is 0.001m3, setting value of pulse width is 250ms, it means that the flow meter outputs one pulse of pulse width 250ms and duty ratio 50% (see the diagram above to comprehend duty raio of one pulse cycle) every flowing pass 0.001m3 liquid, hence the frequency = 1000 / (250*2) = 2Hz, so the maximum instant flow which can be detected = 0.001 * 2 * 3600 = 7.2 m3/h. When the process instant flow excess 7.2 m3/h, the instant flow detected by the flow meter is still 7.2m3/h, this is called output saturation. (Note: 1s = 1000 ms).
