Preceding the full report, Mounir Mahmalat and Wassim Maktabi wrote an article investigating how political elites abuse public infrastructure procurement for their benefit. By tracking the workings of corrupt networks, or cartels, the authors shed light on how deal making at the Council for Development and Reconstruction (CDR) happened and discuss how it can be prevented in the?future.
