I think it can change according to the industry/product, and also if the PR agency has a long-term relationship with the client, maybe the first steps can be shorter.

Thanks for sharing; i have always observed that in PR we dealing with most perishable things, and, as such, it has no timeline, we shall a t spontaneously, but not in haste. PR is 24x7 , literally meant by it. Half of the battle is won, by just responding.
